According to reports, online gambling has become so popular among Ukrainian soldiers that one commander of a unit petitioned Volodymyr Zelensky, president of the country, to put restrictions in place.
Commander Pavlo Petrochenko stated that the situation was so serious, many servicemen were resorting to trading drones and thermographic imaging equipment in order to obtain more cash to gamble.
“For many of them, gambling becomes the only way to cope with stress and therefore quickly causes dopamine addiction and weakens their self-control,” Petrychenko wrote in his petition, which was registered on the President’s Office’s website on March 29.
Commander said servicemen spend their entire wages gambling, then borrow microloans and put their families and themselves in debt.
He expressed his concern that there are “many Russian internet casinos” which target Ukrainians in order to get access to their personal data.
The last year Ukrainian authorities said They had taken measures to block offshore gambling platforms that targeted the country by Russia.
Petition Resonates
Petrychenko’s Petition resonated well with the ordinary Ukrainians and in just a few hours had collected the required 25,000 signatures for the petition to be considered by the President.
In the petition, it was requested that legislation be passed to ban military personnel from gambling during martial law as well as prohibit pawnbrokers accepting military items.
The report also requested a prohibition on advertising gambling using symbols from Ukraine’s Armed Forces, and operators not mentioning charitable campaigns that assist military personnel. Petrychenko claimed operators “whitewashed” their business with “small charity donations.”
Zelensky is empowered to initiate legislation under Article 93, Ukrainian Constitution. This means that any law proposed by Zelensky can be considered immediately by Parliament.
When will the Clampdown come?
Zelensky announced on the evening of 29 March that he has instructed the Security Service of Ukraine, Special Communications Service and Digital Transformation Ministry to gather all analytics and come up with a possible solution.
Zelensky stated last week the government would be preparing “steps to increase control of the industry, and help protect the interests” of the society.
