Manhattan Community Board 4 is concerned about Related Cos.’s plan to develop Hudson Yards West Side, which includes a Wynn Resorts-operated casino.
The board expressed its “mystification” in a letter dated recently. Developer’s 12-billion-dollar plan Western Yards includes office space as well as the casino plan, when an agreement between Related, the Board, and the City of Toronto in 2009 called for the land to be predominantly residential, with 5,762 units. The newest plan calls for three towers — two of which would be zoned commercial and one that would have just over 1,500 residential units. The Wynn brand would appear on one of the three-million square foot towers.
Members of MCB4 wrote in a letter to city officials and Related that they asked, “Why should the communities surrounding the City of New York respond to zoning change requests and provide detailed site plans with Points of Agreement if such agreements and plans can be discarded later?
Last month, Related COO Andrew Rosen presented a plan to MCB4 that would conform to the 2009 agreement because it included affordable housing, a new school, and open space — points the developer has frequently mentioned when discussing the casino proposal.
Wynn needs MCB4 support
The Related/Wynn project was considered to be less controversial prior to the letter sent by MCB4. New York City-area casino pitches.
Manhattan’s policy makers have been less than enthusiastic about the prospect of opening a casino in the borough. This is true regardless of the operator or location. Related and Wynn require the backing of MCB4, which the board does not seem to be willing to give at this time.
According to the letter, “We cannot support the project’s drastic switch from residential to commercial uses designed around the casino use.”
The casino will be at the northern part of the property if Related and Wynn obtain one of three gaming licenses in the downstate area, which New York regulators may award by late 2025.
Other MCB4 concerns
Although the concept of a School located near casino Manhattan’s limited land for building new schools may seem implausible to some, but the Western Yards plan is attracting attention because of its appeal.
Some MCB4 Members expressed concern, however, that if only 1,507 residential units are included, with just 324 deemed as affordable housing, there may not be enough kids to live in the area for New York City officials sign off on adding a school.
Board members also voiced concern about the lack of integration between the site plan and the open space plan. This is highlighted by the fact the the proposal currently shows that there would be space in-between two towers.
