Delaware’s legislation aims to grow the online betting industry in Delaware from one operator.

HB 365 proposes allowing the state’s three brick-and-mortar casinos — Bally’s Dover Casino Resort, Delaware Park Casino, and Harrington Raceway & Casino — to partner with two additional third-party online sportsbooks. The casinos can currently only work with BetRivers to run online sportsbooks. They operate VLTs, or video lottery machines, and offer live dealer games for the Delaware Lottery.
The cost of each online sportsbook licence would be $500,000 per five-year period. The gross revenue will be taxed 18% and allocated to lottery proceeds. Horse racing purses would receive another 1.5% from the net winnings of sports betting. Eighty-five percent of the remaining net sports betting win would go to horse racing purses.
BetRivers will retain the exclusive retail rights to sports betting in the three state casinos, as well as the many retail betting kiosks.
HB 365 was referred to the House Administration Committee (HAC) for an initial review.
